Kingsnorth Community Warden
Kingsnorth has a new community warden, Peter Beasley, Tel.077733 96646.
Community Wardens are actively engaged in providing local resources for the community, will listen to concerns about local crime and anti-social behaviour; provide advice and agree courses of action in order to reduce community crime. The Warden will also provide information on the range of services provided by KCC for rural residents and establish links with other local community forums such as Neighbourhood Watch, Rural Constables, the Parish Council, Victim Support, CrimeStoppers, etc.

 
ELECTION OF CHAIRMAN
At the Annual Meeting of the Parish Council on 29th May, Mrs. Aline Hicks was elected as Chairman and Mr. Richard Gardner, Vice-Chairman

BY-ELECTION FOR WASHFORD FARM WARD
There is to be a by-election for a Parish Councillor for Washford Farm ward on 12th June.  There are two candidates for the vacancy.  The poll will be held between the hours of 7 a.m. and 10 p.m.  There will be a mobile polling station on Langney Drive.

 
The Annual Meeting of the Parish Council will take place on Thursday,  May 29th at 7.30 p.m. in the Pavilion, Kingsnorth Playing Field.  An agenda will be put on the notice boards and on the website a few days beforehand. The following meeting will be on Thursday, 12th June. 

The PC has agreed to allow a 15-minute period at the beginning of each monthly meeting for any resident who wishes to speak to Cllrs. on matters with which the PC may be able to help. However, it would be appreciated if at least a day's notice of this and the topic be given to the Parish Clerk (Janice Hancock tel. 860334).

PACT MEETING
The next PACT meeting will be on Wednesday, 9th July, 7 p.m. at the Pavilion, Kingsnorth playing field

TRAFFIC CALMING UPDATE
Works to install traffic calming on Roman Way and Bluebell Road are scheduled to start on 2nd June and will last for approximately 10 weeks.  There will be some individual road closures with a signed local diversion.  Access for residents will be maintained.  We are still awaiting a date for installation of the traffic calming measures on Church Hill. 

MOBILE POLICE STATION   
The mobile police station will be at Kingsnorth Village Hall on Thursday, 12th June from 4.15 to 5.15 p.m. if you have any problems you wish to discuss with PC Matt King.   For further information please contact Matt on 07800 675415. 
 
ASHFORD LOCAL BOARD MEETING
The next Local Board public meeting will be on Thursday 29th May at St. Teresa's Church Hall, Maidstone Road, Ashford starting at 6.30 p.m.  The topic is domestic violence.  There will be speakers from The Samaritans, Police and Domestic Violence Network.  Doors open at 6 p.m. with light refreshments and a chance to meet your local county councillors

CHARLTON ATHLETIC FOOTBALL TRAINING SESSIONS
These are being held each Thursday evening at Kingsnorth Playing field from 5 p.m. to 6.30 p.m. for all children from 9 years upward.  The sessions are being sponsored by the Parish Council and are free of charge to the children.
 
POST-WINTER POTHOLE REPAIR
Kent Highway Services will be carrying out an intensive campaign to tackle the problem of potholes.  During April, they are increasing the number of crews in order to repair as many potholes as possible.  They are asking for the public's help to report these.  You can do this by going to their website: www.kent.gov.uk/highways; by e-mail to: kent.highwayservices@kent.gov.uk or by calling them on: 008458 247 800.

KINGSNORTH RECREATION CENTRE  The Parish Council and the Borough Council have each agreed to give an annual subsidy to Ashford Leisure Trust to enable them to manage the Kingsnorth Recreation Centre for the next three years until the end of March 2011.  Further possible developments to the Centre which will enable it to become self-supporting after that time are to be investigated. 

 SPONSORSHIP OF ROUNDABOUTS  The Parish Council is to complain to Kent Highways about the 'advertisements' that have appeared on roundabouts in the area.  Councillors consider that these are a distraction to drivers and add unnecessary clutter to the street scene.

SURFACE WATER SEWER, PARK FARM
  Following complaints from the Parish Council, Southern Water have carried out work to clear the outfall area in the open ditch.  This is only a temporary measure and they are currently investigating the extent of the siltation that has built up before carrying out work to clear it.

TREE  AND POND WARDENS 
Kingsnorth now has a Tree Warden.  If you wish to contact him about tree-related matters, please speak to the Clerk in the first instance on 01233 720816 or e-mail: clerk@kingsnorthparishcouncil.gov.uk.  Kingsnorth's Pond Warden has moved away from the parish and so has had to give up this voluntary post.   If you are interested in finding out about becoming a Pond Warden, please contact the Parish Clerk or Mike Phillips of the British Trust for Conservation Volunteers, tel. 01233 812033; e-mail: m.phillips@btcv.org.uk.  The BTCV's website gives details of the Tree and Pond Warden Schemes and describes what Wardens do: www.btcv.org/kent.

DONATIONS 
The Parish Council has given donations of £400 to the Kent Air Ambulance Trust and £100 to Victim Support Kent

PARISH PRECEPT FOR 2008/9
The Parish Council agreed that the precept should not be increased in the next financial year and the rate for Band D households will therefore remain the same at £11.13 a year.

NEW PLAYING FIELD APPLICATION
 The Parish Council has been given planning permission to use the field on the western side of the Kingsnorth playing field for general recreation including a football pitch.  However, this is only the first stage in a long process as the Parish Council now has to sub-lease the land from Ashford Borough Council and apply for grants to do the necessary groundwork. 

ADOPTION OF NEW CODE OF CONDUCT
The Parish Council formally adopted the Local Authorities Model Code of Conduct 2007 at its meeting on 26th July including the optional paragraph 12(2) which allows a member who has a prejudicial interest in any business of the authority to attend the meeting and make representations, answer questions or give evidence relating to that business, provided that the public are also allowed to attend the meeting for the same purpose, whether under a statutory right or otherwise.  However, the member concerned then has to leave the meeting for the rest of that item and not attempt to influence the decision-making process. 
 
 
EXPERT PATIENTS PROGRAMME
Eastern & Coastal NHS Primary Care Trust offer a free course for people living with long-term health conditions.  The Expert Patient Programme is an NHS self-management programme delivered by lay people for anyone living with any long-term health condition(s). Groups of 8 - 16 participants, with a mix of different conditions, meet over six weekly sessions and are led through a structured course by trained tutors who are also living with a long-term condition.  Each session (lasting two and a half hours) looks at ways to manage the effects of long-term conditions such as dealing with pain and extreme tiredness, coping with depression, relaxation techniques and exercise, healthy eating, communicating with family, friends and health professionals and planning for the future.  For forther details and to register contact Claire on 01304 216853 or e-mail: claire.doran@ekcpct.nhs.uk


CLOSURE OF ROADS
The Finn Farm Road, Cheeseman's Green Lane and Brockman's Lane were re-opened. However, the Cheeseman's Green Lane from Finn Farm to the junction with Featherbed Lane will have to be closed at some stage for work to the Park Farm East development.  When this road is closed traffic will be able to divert via Brockman's Lane and Featherbed Lane (via Bliby crossroads).

ANNUAL AUDIT OF ACCOUNTS
Each year the Parish Council's accounts are audited by the District Audit and electors have the opportunity to inspect and make copies of the annual return form and question the auditor about the accounts. SHEEP WORRYING
Two Kingsnorth farmers have experienced incidents of sheep-worrying by dogs recently. This has resulted in sheep being killed or having to be put down. If anyone sees this happening or has any information about these incidents, please could they contact the Dog Warden, tel. 330340, or e-mail colin.leak@ashford.gov.uk; the Community Warden, Don Bacon tel. 077733 96646 or the Police.
